MHIL Digital Media Rights & Media Policy — Research, Draft Policy and Implementation Pack

Status of this document

This is a proposed framework for review and formal approval by MHIL's authorized management and legal department. Nothing in it is legally approved, and no part should be published, posted as signage, or used with third parties until MHIL's legal counsel has signed it off.

How to read it:

  • Deliverables A–C are research. Statements of law cite the statute; statements about other companies cite their public pages. Where a source could not be opened or verified, the text says so.
  • Deliverables D–K are original drafting for MHIL. They are recommendations, not statements of existing MHIL practice.
  • Text marked [Counsel to confirm] depends on a legal point that needs a qualified Pakistani lawyer. Text marked [MHIL to confirm] depends on an internal fact (account names, department names, security classifications) that this research could not verify.
  • No other organization's policy wording has been copied. Comparisons describe principles only.

A. Executive research brief

MHIL's strongest controls over premature or unauthorized publication are conditions of entry and signed undertakings, not copyright. Copyright protects the photos, videos and graphics MHIL itself makes or commissions; it does not give MHIL ownership of a visitor's photo of a tank. The policy therefore rests on four levers: (1) site-access conditions backed by signed acknowledgment, (2) written licences for MHIL-owned assets that make clickable attribution a condition, (3) embargo agreements with accredited media, and (4) an official-first publishing operation fast enough that MHIL is the first and best source.

Critical findings that change the brief

  • The four website policies referenced in the commission are not live. On 28 October 2026 the URLs for the Media Policy, Privacy Policy, Terms of Use and Cookie Policy returned errors, and the site's own sitemap (69 URLs, last modified 20 October 2026) lists no legal page. The only legal text on the site is a footer copyright line. Deliverable K is therefore written as new text for those pages, not amendments. [MHIL to confirm whether internal drafts exist.]
  • The official handle is inconsistent across MHIL's own channels. The website links to Facebook and LinkedIn by numeric ID and to YouTube as @MHILOFFICAL (misspelled). No link on the site uses @MHILtaxila, and Instagram, X, TikTok and Snapchat are not linked at all. Attribution rules cannot work until every official account is confirmed and listed.
  • The Official Secrets Act 1923 may apply, but only on facts MHIL must confirm. Section 2(8)(a)–(b) treats government-owned or government-contracted munitions works as “prohibited places” without notification, and s.3A makes unpermitted photography of a prohibited place an offence. Whether the Display Hall is part of such a place is a legal question for counsel and the competent authority. The policy must not assert it as fact.
  • A new regulator exists. The Defence Industrial Production and Regulatory Authority of Pakistan Ordinance 2026 (Ordinance IV of 2026, 2 June 2026) may impose publicity or confidentiality duties on defence producers. Its operative text and current status could not be read. Counsel should check it before adoption.
  • Personal data protection is not yet law. Only draft bills exist (latest May 2023), so visitor registration and CCTV should follow good-practice minimization, not an assumed statutory regime.

Principal risks

RiskWhy it matters for MHILMain control in this pack
Premature disclosure of unreleased or restricted productsLoss of announcement timing; possible security and export-control harm; may destroy design novelty under the Registered Designs Ordinance 2000Restricted zones, signed acknowledgment, embargo agreements, design filing before display
Unauthorized reuse of MHIL photos, video and graphicsLost traffic and loss of source recognitionWritten licence with mandatory clickable attribution; IPTC metadata; platform IP complaints
Misuse of name and logos, impersonation, fake affiliationsBrand confusion; false statements attributed to MHILTrade mark registration check; verified-accounts list; trademark and impersonation reports
Misrepresentation and inaccurate reportingReputational harm, possible security implicationsRapid-response correction process; defamation route only where facts support it
Over-claiming legal powersUnenforceable rules, staff confiscating phones, public backlashProportionate enforcement ladder; “request, not seize” rule; counsel sign-off
Collecting visitor data without noticeTrust and future compliance riskMinimal-data registration form and privacy notice

Transferable industry practice

Public documents from Saab, Lockheed Martin, RTX, General Dynamics Land Systems, KNDS, Hanwha Aerospace and Elbit share one default: website content is for personal, non-commercial use, and any other use needs written permission. Press use is usually carved out, but most media libraries (RTX, KNDS) state no licence at all, leaving editors unsure. MHIL can do better with a short, explicit media-asset licence. Defence exhibitions (DSEI, IDEX, Eurosatory) show the accreditation model worth copying in principle: pre-registration only, proof of editorial status, non-transferable photo badges, and filming only with the host's permission.

Top recommendations

  • Confirm and publish one verified list of official accounts, then fix the YouTube handle and website links.
  • Publish the website notices in Deliverable K, starting with Terms of Use, a Media & Content Licence page and a Privacy Notice.
  • Introduce a signed visitor and media acknowledgment at the Display Hall, with clearly marked photo-permitted and photo-prohibited zones.
  • Launch an official media asset library with a one-page licence: editorial use, fixed credit line, clickable link to MHIL, no alteration.
  • Adopt an official-first release protocol: MHIL publishes on its own channels at the embargo time, and accredited media publish after.
  • Obtain counsel's opinion on OSA status, DIPRA 2026 obligations, trade mark and design registrations, and the enforceability of the acknowledgment form.

B. Comparative industry research

Seventeen practices were verified on public pages opened on 28 October 2026; every row is a paraphrase, not policy wording. Pages were read through a fetch tool that summarizes text, so any phrase MHIL intends to rely on should be re-checked on the live page.

Verified public practices

Not verified

BAE Systems, Thales and Leonardo pages blocked automated reading. Rheinmetall's media pages showed no image-use terms. Northrop Grumman and General Dynamics (corporate) showed only a trademark or copyright footer. ASELSAN rendered no text. No usable media-rights text was found for ISPR, HIT, POF, Karachi Shipyard or IDEAS (whose site states IDEAS-2026 was cancelled; not independently verified). No company published an embargo policy, an external social media community guideline or a facility photography rule. Those parts of MHIL's policy are therefore built from first principles and exhibition practice, not peer precedent.

What to adopt, adapt and avoid

  • Adopt: personal, non-commercial default; written permission for everything else; explicit trademark permission; framing, mirroring and scraping bans; spokesperson rule; pre-accreditation with proof of editorial status; revocable badges; graduated sanctions.
  • Adapt: “press needs” carve-outs become a defined editorial licence with mandatory clickable attribution; export-control clauses refer to Pakistani law and MHIL security classification; governing law becomes Pakistan, courts at Rawalpindi or the competent IP Tribunal.
  • Avoid: bans on plain links to MHIL (they defeat the traffic objective); one-way grabs of all rights in user submissions; deemed consent to data sharing with third parties; foreign governing-law clauses; claims of protection over product shapes that are not registered in Pakistan.

C. Pakistani legal and regulatory assessment

Contract and site control are MHIL's primary legal tools; intellectual property law supports them only for content MHIL owns; the Official Secrets Act is potentially decisive but depends on facts counsel must establish. Sources are official Pakistan Code and Senate texts opened on 28 October 2026. This is research, not legal advice; Claude is not a lawyer.

Law-by-law assessment

Law (source)What it providesPractical implication for MHILLimits and counsel points
Copyright Ordinance 1962Photographs and films are protected works; the author of a photograph is the person who took it (s.2(d)(iv)). The employer owns works made under a contract of service, and the commissioner owns photos made for payment at its request, unless agreed otherwise (s.13). Assignments and licences must be in writing and signed (ss.15, 35). Fair dealing covers research, private study, criticism, review and reporting of current events (s.57(1)(a)–(b)). Photographing an artistic work permanently situated in premises the public can access is not infringement (s.57(1)(s)). Civil remedies (s.60); criminal offence for knowing infringement (s.66). Register entries are prima facie evidence (s.42).MHIL owns staff-made and commissioned media; a visitor owns their own photos. A sign cannot transfer copyright. Licence terms for MHIL assets must be written. News reporting using MHIL images may be fair dealing. Permanent exhibits likely fall within s.57(1)(s).Confirm agency/freelancer contracts assign rights to MHIL. Consider registering key works for evidence. Confirm s.12 interaction with registered designs. Sections 70–84 not read.
IPO of Pakistan Act 2012IP Tribunals have exclusive civil and criminal jurisdiction over copyright, trade mark and design matters (ss.16–18); appeal to High Court in 30 days (s.19).IP enforcement goes to an IP Tribunal, not the local civil court.Confirm which Tribunal covers Rawalpindi/Taxila.
Trade Marks Ordinance 2001, amended by Act LVIII of 2023Registered owner has exclusive rights (s.39); infringement includes confusing use in trade, unfair use of well-known marks, trade-name and domain-name use (s.40); descriptive and comparative use permitted (s.42); passing off preserved (s.46(3)).Strong against fake merchandise, look-alike pages, domains and commercial endorsement using MHIL logos. Weak against journalists naming MHIL.Search the IPO register: are “MHIL”, the logo and product names (Haider, Al-Khalid etc.) registered, by whom (MHIL or HIT), in which classes?
Registered Designs Ordinance 2000A design must be new; prior publication anywhere destroys novelty (s.3(2)); 12-month grace for the applicant's own disclosure or a third party's abuse (s.3(3)); 10-year term renewable twice.A visitor's leak of a new vehicle's appearance can damage design protection.File designs before public display. Whether an unauthorized post is “abuse” is arguable.
Contract Act 1872Acceptance can be by performance of conditions (s.8) or conduct (s.9); valid contract requirements (s.10); compensation for breach (s.73); reasonable compensation up to a named sum (s.74).A signed visitor or media undertaking (no recording in restricted zones, embargo compliance) is enforceable; entry permission is the consideration. A sign alone is weaker evidence.Confirm enforceability of a pre-estimated sum and that no-photography terms are not a restraint of trade under s.27.
Specific Relief Act 1877Injunctions against breach of express or implied obligations, illustrated by breach of confidence (s.54); mandatory injunctions, including destruction of confidential material (s.55).Court-ordered takedown or deletion is available; MHIL staff cannot order it themselves.Urgency procedure and evidence standards.
Official Secrets Act 1923, amended by Act LXIII of 2023“Prohibited place” includes government factories making or storing munitions, and private places making them under government contract, without notification (s.2(8)(a)–(b)); “munitions of war” now includes proposed systems and platforms (s.2(5)); “sketch” includes photographs (s.2(9)). Unpermitted photography of a prohibited place is an offence without any hostile-purpose element (s.3A); espionage under s.3 needs a prejudicial purpose. Prosecution needs a government-authorized complaint (s.13).If the Display Hall is part of a prohibited place, unpermitted photography there may be a criminal matter for the competent authority. MHIL can report; it cannot prosecute.Decisive open question: is MHIL government-owned or contracted, and is the hall within a prohibited place or a notified area? Until confirmed, the policy says “may constitute an offence under applicable law, including the Official Secrets Act 1923, where applicable.”
Pakistan Army Act 1952Brings civilians accused of certain OSA offences relating to defence works within the Act.Not something MHIL invokes; relevant to how serious a breach could be.Current Supreme Court position on civilian trials not verified.
PECA 2016, amended by Act II of 2025Unauthorized access and copying of data (ss.3–4); unauthorized use of identity information (s.16); spoofing (s.26); false information causing fear or unrest (s.26A). New Social Media Protection and Regulatory Authority can act on removal requests (s.2C); blocking powers include defence grounds (s.37).A complaint and takedown route for impersonation, spoofed accounts and harmful false content. Not a basis for controlling ordinary visitor photography.Is the Authority operating in 2026? Pending court challenges? Current takedown rules?
Pakistan Penal Code ss.441–447 (headings verified only)Criminal trespass requires entry or remaining with intent to commit an offence or to intimidate, insult or annoy.MHIL may set entry conditions, refuse entry and ask a visitor to leave. Refusing to stop filming is not automatically trespass. Staff must not seize phones or force deletion.Text of ss.441–447 and Easements Act licence provisions not read.
Constitution, Arts. 14, 19, 19ADignity and privacy; free speech and press subject to reasonable restrictions including defence and security; right to information.MHIL cannot stop independent journalism about publicly known facts; restrictions must rest on law, contract or valid site rules.Scope of privacy case law not verified.
Personal data protectionNo enacted statute; MoITT lists draft bills only (2018, 2020, 2023) and a June 2026 Data Governance Policy draft anticipating a law.Use minimization, notice, retention limits and security as good practice for visitor registration and CCTV.Re-check before adoption; collecting full CNIC numbers needs a security justification.
Defamation Ordinance 2002Civil defamation; 14-day notice within 2 months of knowledge (s.8); truth for public good and fair comment are defences.Available for genuinely false and damaging claims, not for criticism.Can a company sue? Status of Punjab Defamation Act 2024 not verified.
PEMRA Ordinance 2002Content conditions on licensed broadcasters; Councils of Complaints (s.26).Complaint route against TV channels, not influencers.n/a
Arbitration Act 1940Arbitration needs a written agreement (s.2(a)).Suits signed creator and media agreements, not walk-in visitors.n/a
DIPRA Ordinance 2026Establishes a regulator “to supervise, oversee and regulate” the defence industrial sector.May impose publicity, display or confidentiality duties.Operative text not read. Ordinances lapse after 120 days unless extended or enacted: confirm status.

What MHIL can and cannot lawfully do

  • Can: set conditions of entry; designate no-recording zones; require signed acknowledgment; refuse entry or withdraw permission and ask a person to leave; license its own content on conditions (including clickable attribution); bind accredited media to embargoes by written agreement; file copyright, trademark and impersonation complaints; seek injunctions; report suspected security offences to the competent authority.
  • Cannot: claim ownership of visitors' photos; stop lawful independent reporting of publicly known facts; confiscate devices or compel deletion (it may only request voluntary deletion and escalate); impose fines without a contract that provides for them; assert that photography is a criminal offence before counsel confirms OSA status.

Decisions needed from counsel

  • OSA status of MHIL premises and the Display Hall; any written-permit regime under s.3A.
  • Obligations under DIPRA Ordinance 2026 and any MoDP or HIT media directives.
  • Trade mark and design registrations: owner, classes, gaps.
  • Enforceability of the visitor acknowledgment, including electronic acceptance and a pre-estimated compensation clause.
  • Whether MHIL policies sit under HIT's governance and require HIT or MoDP approval.
  • Competent IP Tribunal and civil forum; governing-law clause wording.

  • social media influencers, vloggers, content creators and independent publishers;
  • contractors, vendors, event organizers, production teams and other third parties on Premises or handling MHIL Content;
  • users of MHIL's website and Official Channels;
  • anyone seeking to reproduce, adapt, distribute or commercially use MHIL Content or MHIL Marks.

4.2 MHIL employees are also covered by MHIL's internal code of conduct and security rules, which prevail for employees where stricter.

4.3 This Policy deals with five distinct matters, which must not be confused:

MatterBasis of MHIL's control
Conduct on Premises (recording, access)Conditions of entry and signed acknowledgment; security rules; applicable law
Use of MHIL ContentCopyright and written Licence
Use of MHIL MarksTrade mark law, passing off and written permission
Restricted Information and embargoesConfidentiality obligations, written agreements and applicable law
Third-party content about MHIL (e.g. a journalist's own photo of a publicly displayed item)Not owned by MHIL; MHIL may request correction or credit, and act only where a separate legal or contractual basis exists

4.4 MHIL does not claim ownership of photographs or recordings made by others merely because they depict MHIL products or were made on Premises. Rights in such recordings remain with their makers, subject to any obligations the maker accepted as a condition of entry, accreditation or Permission.

5. Intellectual property and ownership

5.1 MHIL owns, or is licensed to use, the copyright in MHIL Content. MHIL Content may not be reproduced, adapted, published, distributed, framed, mirrored, scraped or used commercially except:

  • under a written Licence from MHIL;
  • as permitted by Section 10.2 (standard editorial use of the Media Library); or
  • as permitted by law, including fair dealing for research, private study, criticism, review or reporting current events under the Copyright Ordinance 1962.

5.2 MHIL Marks may not be used in a way that suggests endorsement, partnership, sponsorship or affiliation, or in advertising, merchandise, account names, domain names or profile images, without MHIL's prior written permission. Accurate references to MHIL by name in reporting and commentary do not require permission.

5.3 Attribution is not authorization. Crediting or tagging MHIL does not grant a right to use MHIL Content. Permission is still required where this Policy requires it.

5.4 MHIL Content must not be edited in a way that misrepresents a product, its capability, MHIL's statements or MHIL's position. Cropping and resizing for layout are allowed; other alterations need Permission.

5.5 MHIL will ensure that contracts with photographers, agencies, videographers and designers assign copyright in commissioned work to MHIL in writing, or grant MHIL a sufficient written licence.

5.6 MHIL will embed ownership and licensing metadata (creator, credit line, copyright notice and a link to the licence page) in its digital files where technically possible.

6. Photography, filming, recording and livestreaming on Premises

6.1 Zones. MHIL will mark each part of the Premises as one of:

ZoneRuleSignage
Green – Recording permittedPersonal photos and short videos permitted. No tripods, lighting or drones without Permission.Green camera symbol
Amber – Recording by PermissionRecording only with prior written Permission or as directed by an MHIL escort.Amber camera symbol and “Permission required”
Red – No recordingNo photography, filming, audio recording or livestreaming by anyone other than authorized MHIL staff.Red crossed-camera symbol

Unmarked areas outside public circulation routes are treated as Red.

6.2 Always prohibited without specific written Permission, in every zone:

  • Unreleased Products, prototypes and covered or screened displays;
  • technical documents, screens, drawings, labels and data plates;
  • security arrangements, access-control systems, guard posts, CCTV positions, entrances and perimeters;
  • production areas, test facilities and stores;
  • identifiable MHIL security staff, and other individuals who object to being recorded;
  • drones and remote-controlled recording devices;
  • livestreaming from any Amber or Red Zone.

6.3 Professional and organized recording. Commercial shoots, interviews, documentaries, organized media coverage, and any recording using professional equipment require advance Permission through the process in Deliverable G. MHIL may require an MHIL escort.

6.4 Devices. MHIL may require that phones and cameras be stored, sealed or switched off before entering Red Zones. MHIL may refuse entry to anyone who declines.

6.5 Accidental capture. Anyone who captures Restricted Information by accident must not publish or share it, must inform MHIL staff, and is asked to delete it. MHIL staff will request voluntary deletion and may ask to verify it; they will not seize or search devices.

6.6 Security and law. Recording in some MHIL areas may constitute an offence under applicable law, including the Official Secrets Act 1923, where applicable. [Counsel to confirm whether and where this applies before this sentence is used on signage.] Suspected security breaches will be referred to MHIL Security and, where appropriate, to the competent authorities.

7. Unreleased products and embargoes

7.1 Official-first principle. MHIL announces new products, contracts, deliveries and corporate developments first through its Official Channels, unless it agrees otherwise in writing.

7.2 Where MHIL can restrict publication before announcement. MHIL restricts publication of Unreleased Products or Restricted Information only where it has a lawful basis, namely:

  • the information was obtained on Premises under conditions of entry or Permission that prohibit its recording or publication;
  • the person agreed to an Embargo or confidentiality undertaking;
  • the information is MHIL Content subject to copyright; or
  • publication is otherwise restricted by applicable law.

MHIL does not claim a right to prevent independent reporting of information that is already public or that was lawfully obtained from other sources. In such cases MHIL may request accuracy, context, correction or a link to the official announcement.

7.3 Embargo agreements must be in writing and state: the information covered; the embargo date, time and time zone (PKT); permitted preparatory activity (e.g. drafting, editing); whether MHIL review is offered; the consequences of breach; and the MHIL contact. A template is in Deliverable H.

7.4 Embargo lift. MHIL publishes on its Official Channels at the embargo time. Accredited Media may publish from that time and must include the Attribution required by Section 11 for any MHIL Content used.

7.5 Early or accidental release. If information is released early by MHIL, the embargo ends for all parties at once and MHIL will notify embargo holders. If released by a third party in breach, MHIL may lift the embargo for others and will act under Section 15 against the party in breach.

7.6 Design protection. Before any Unreleased Product is shown outside a Red Zone, the Engineering and Legal departments will confirm whether design registration has been filed.

8. Confidentiality and sensitive information

8.1 No person may record, copy, remove, publish or share Restricted Information obtained on Premises or through MHIL without written Permission from an officer authorized to release it.

8.2 MHIL staff will classify displays and materials before any visit, event or media session. If classification is uncertain, the item is treated as Restricted.

8.3 Media briefings may be designated on the record, background (not for attribution) or off the record in advance. The designation is binding only if announced before the information is given and accepted by the participant.

8.4 Pre-publication review by MHIL is offered only for (a) technical accuracy of specifications and (b) removal of Restricted Information. MHIL does not seek editorial control over independent opinion or reporting, except where a commissioned or collaborative content agreement provides otherwise.

8.5 Employees, contractors and vendors must not post Restricted Information, internal images of facilities or unannounced products on personal accounts, and must refer all media enquiries to the Digital Media Department or an authorized spokesperson.

9. Media permissions and accreditation

9.1 Accreditation is required for journalists, broadcasters, photographers and content creators covering MHIL events or recording in Amber Zones. Applicants must provide:

  • name, outlet or channel, and role;
  • evidence of editorial or creator status (press card, recent bylined work, published photo credits, or channel link with recent content);
  • government-issued identification for security verification [MHIL Security to confirm what is required];
  • intended coverage, equipment and platforms.

9.2 Accreditation is personal, non-transferable, time-limited and revocable for breach of this Policy or the accreditation terms.

9.3 Accredited Media receive: advance notice of announcements; Embargo access where offered; escorted access to Amber Zones; priority access to the Media Library; and named MHIL contacts.

9.4 Applications should be submitted at least 5 working days before the visit, or 10 working days for filming, interviews or drone requests. MHIL may decline or impose conditions; reasons will be given where security permits.

10. Third-party use of MHIL digital assets

10.1 Media Library. MHIL will maintain an official Media Library of approved photographs, videos, logos, product descriptions and fact sheets on its website.

10.2 Standard editorial licence. Unless an asset is marked otherwise, assets in the Media Library may be used without separate application for editorial purposes (news, reporting, commentary, education, analysis) on the following conditions:

  • the required Attribution in Section 11 is given;
  • the asset is not altered beyond cropping and resizing, and no MHIL watermark or metadata is removed;
  • the asset is not used in advertising, merchandise, sponsorship, fundraising, political campaigning or in any way implying MHIL endorsement;
  • the asset is not used with false or misleading claims about MHIL or its products;
  • the asset is not sold, sublicensed or included in stock libraries or AI training datasets;
  • MHIL may withdraw an asset; users will remove withdrawn assets from future publications and, on request, from existing online posts within 7 days.

10.3 All other uses (commercial, promotional, broadcast packages, books, documentaries, creator monetized content beyond editorial use, alteration, or use of non-library MHIL Content) require a written Licence (Deliverable H).

10.4 MHIL may grant, refuse or condition a Licence at its discretion, and may charge a fee for commercial uses.

11. Mandatory attribution and clickable audience redirection

11.1 Default condition. Every person authorized to use MHIL Content must give visible Attribution that includes:

  • the credit line “Source: Margalla Heavy Industries Limited (MHIL)” or “Photo/Video: MHIL”; and
  • a clickable mention of MHIL's verified account on the platform used, or a clickable link to www.margallahil.com (or the specific official page or post), wherever the platform makes this technically possible.

11.2 Where clickable links are not technically possible in the location of the content (for example, some captions), the user must place the credit in the content or caption and the clickable link in the nearest available location (e.g. a first comment, profile link, description or sticker), as specified in Section 12 and the Attribution Matrix (Deliverable F).

11.3 Collaboration features. Where the platform offers co-authoring (such as Instagram Collab), MHIL may require that the post be offered to MHIL's account as a collaboration. MHIL is not obliged to accept.

11.4 Disclosure. Where MHIL provides payment, gifts, hospitality, privileged access or other value in exchange for content, the creator must also use the platform's paid-partnership or branded-content disclosure tool and comply with platform rules.

11.5 What attribution does not do. Attribution and tagging do not grant a Licence, a filming Permission, security clearance or authorization to publish Restricted Information or Unreleased Products.

11.6 Exceptions. The Digital Media Department may approve a different attribution arrangement in writing (e.g. print-only credit, broadcast on-screen credit, or credit omitted for operational reasons).

12. Platform-specific requirements

12.1 Platform-specific attribution, link placement and disclosure requirements are set out in the Attribution Matrix (Deliverable F), which forms part of this Policy and may be updated by the Digital Media Department as platforms change, without amending this Policy.

12.2 Official account names used for attribution are those in the Verified Accounts Register (Annex 1), published on the MHIL website. Accounts not listed there are not MHIL accounts. [MHIL to confirm all handles before publication; see Deliverable F.]

13. Visitor obligations and acknowledgments

13.1 Every visitor to the Display Hall must:

  • register at reception and receive a visitor pass;
  • sign (on paper or electronically) the Visitor Acknowledgment (Deliverable H) confirming they have read the Visitor Notice and agree to its conditions of entry;
  • follow zone signage and directions from MHIL staff;
  • not record in Red Zones or record items listed in Section 6.2;
  • not publish Restricted Information or Unreleased Products seen on Premises;
  • wear the visitor pass visibly and remain with their escort where required.

13.2 For groups, the group leader signs for the group and confirms each member has been briefed. Minors must be accompanied and their guardian or group leader signs.

13.3 Signage supports, but does not replace, signed acknowledgment. MHIL relies on the signed acknowledgment as evidence of the conditions of entry.

13.4 Refusal to sign means entry is limited to Green Zones or refused.

14. Exceptions and permissions

14.1 The following do not require Permission under this Policy:

  • personal photographs in Green Zones for non-commercial sharing, provided no Restricted Information is shown;
  • accurate references to MHIL by name;
  • sharing or reposting MHIL's own posts using the platform's native share or repost function;
  • use permitted by law, including fair dealing under the Copyright Ordinance 1962.

14.2 Requests for any other exception are made to digital@margallahil.com. Only written approval from the Digital Media Department, or from an officer named in the Delegation Schedule, is valid. Verbal approval by any other staff member is not Permission.

15. Enforcement and incident response

MHIL staff must not seize, search or damage devices, use force beyond what the law permits, or demand payment.

15.3 Online, MHIL may: request correction, credit or removal; submit copyright, trademark or impersonation complaints to platforms; submit complaints to PEMRA (for licensed broadcasters) or the competent online-content authority; send legal notices; and seek remedies in the competent court or IP Tribunal.

15.4 Evidence. Before any request or complaint, Digital Media will capture: full-page screenshots with URL, date and time; downloads of the content where lawful; account details; reach metrics; and the MHIL Content or condition breached. Records are kept in the Incident Log for at least 3 years.

15.5 MHIL does not promise or threaten fines, criminal liability or other penalties that it has no power to impose. Statements about possible legal consequences in MHIL communications must be approved by Legal.

E. Public-facing notice

Three versions are provided: a full entrance notice, a zone sign set, and a one-line pass and form footer. All should be displayed in English and Urdu [Urdu translation to be prepared and checked by MHIL]. A QR code to the Media & Visitor Rules page and to MHIL's verified accounts should appear on each.

E1. Entrance and reception notice

MARGALLA HEAVY INDUSTRIES LIMITED – VISITOR AND MEDIA NOTICE

Welcome to the MHIL Display Hall. Entry is subject to the following conditions.

1. Recording is zoned. Photography and video are allowed only in GREEN areas. AMBER areas need written permission. RED areas: no photography, video, audio recording or livestreaming.

2. Some items are never to be recorded, in any area: covered or unreleased products, technical documents and labels, security arrangements and staff, and production or test areas. No drones.

3. Do not publish restricted or unreleased information you see here. New MHIL products are announced first on MHIL's official channels.

4. Professional filming, interviews and media coverage require advance accreditation and written permission.

5. MHIL photos, videos, logos and graphics may be used only as permitted in the MHIL Media & Content Licence. Credit and a clickable link to MHIL are required. A credit or tag alone is not permission.

6. Staff may ask you to stop recording, to delete restricted material, or to leave. Serious matters may be referred to security authorities.

By registering and entering you confirm you have read and agree to these conditions.

E3. Visitor pass, registration form and website footer

Entry subject to MHIL Visitor and Media Conditions: recording only where permitted; no publication of restricted or unreleased information. Permissions: digital@margallahil.com

How MHIL makes the notice legally meaningful

  • Signed acknowledgment at registration (Deliverable H5), on paper or tablet, linked to the visitor's pass number. This is the primary evidence of agreed conditions.
  • Notice before commitment: the notice is shown at the gate or reception before the visitor enters, and in the visit-confirmation email for pre-booked visits.
  • Verbal briefing by the escort for groups and media, recorded on the visit log.
  • Accreditation and Permission documents that repeat the key conditions and are countersigned.
  • Record-keeping: acknowledgments kept for the period set in the Privacy Notice.

Signage alone may be argued to create conditions of entry, but it is weaker evidence than a signature. [Counsel to confirm.]

F. Platform-specific attribution matrix

The default for every authorized use is a visible credit plus a clickable route to MHIL, placed where each platform actually makes links clickable. Platform features were checked on official help pages on 28 October 2026; Meta and LinkedIn help pages could not be read automatically, so entries marked [verify] must be checked by the Digital Media team before the matrix is published. Handles are working handles pending the Verified Accounts Register (Annex 1).

F3. Notes for the Digital Media team

  • Reposting is better than re-uploading. Instagram treats re-uploaded content as “unoriginal” even with credit and may limit its reach (source). Encourage creators to use native repost, share-to-Story or Collab, which keep reach with MHIL's original post.
  • Tags can be removed by the tagged account and are subject to privacy settings on X and TikTok, so MHIL's account settings must allow mentions from everyone.
  • Disclosure applies only where value is exchanged. A free editorial licence for credit alone is arguably not payment; hosted visits, gifts or paid content are.

G. Permission and licensing workflow

Every request enters through one inbox (digital@margallahil.com, or a web form feeding it), is triaged into one of three tracks within 1 working day, and ends with a logged decision and post-publication attribution check.

permission workflow · 3 tracks, 1 compliance check

Triage routes each request to the lightest track that fits; whichever track approves it, the use is checked for credit, clickable link and tag before monitoring takes over.

G1. Tracks and timelines

TrackTypical requestsApproverAcknowledgeDecision target
A – StandardEditorial use of Media Library assets beyond the standing licence; logo for news use; personal Green Zone queriesDigital Media officer1 working day3 working days
B – ReviewedFilming or interviews on Premises; creator collaborations; commercial or promotional use; broadcast packages; embargo accessGM Digital Media + Corporate Communications; Security for on-site requests1 working day7 working days (10 for filming)
C – RestrictedAnything involving Unreleased Products, Restricted Information, Red Zones, drones, or foreign mediaGM Digital Media + Security + Legal; CEO's office where required; external clearance where applicable1 working dayCase by case; target 15 working days

G2. Steps

  • Request received – requester submits the form (H1 for filming, H2 for accreditation, or licence request). Auto-reply confirms receipt and the reference number.
  • Triage – Digital Media assigns Track A, B or C and checks identity and outlet.
  • Review – Track B adds Communications; Track C adds Security classification and Legal review.
  • Decision – approve, approve with conditions, or decline. Decisions are in writing, quoting the reference number, permitted content, platforms, dates, attribution and any embargo.
  • Signature – requester countersigns the Permission, Licence or Embargo Agreement (electronic acceptance allowed for Track A).
  • Delivery – MHIL supplies assets from the Media Library with embedded metadata, or schedules the escorted visit.
  • Publication – requester publishes at or after the authorized time and sends the live link to digital@margallahil.com within 24 hours.
  • Attribution check – Digital Media verifies credit, clickable link, tag or collaboration, and disclosure label within 2 working days, and logs it.
  • Monitoring – weekly social listening and image search for MHIL assets and keywords.
  • Enforcement – breaches follow the ladder in Policy Section 15.

  • Law and forum: laws of Pakistan; [forum – counsel to confirm].

H4. Product-launch embargo agreement

  • Embargoed information: [description] (the “Information”).
  • Embargo lifts: [date] at [time] PKT, or earlier if MHIL notifies a change in writing.

  • MHIL publishes first on its Official Channels at the lift time.
  • Review: MHIL may check technical facts and remove Restricted Information on request; MHIL does not control the Recipient's opinion or analysis.

J. Legal and operational risk register

The two highest risks are a premature leak of an unreleased product and an over-claim of legal power that makes the policy unenforceable or provokes backlash. Ratings are initial judgments (High / Medium / Low) for MHIL to re-score.

List each cookie or third-party service actually used (Google Maps embed, social media links or widgets, analytics if any), its purpose and duration, and how to control cookies in the browser. [IT to run a cookie scan to populate the list.]

K6. Site fixes found during research

  • Footer email displays info@margallahil.com but links to margallahil@hit.gov.pk; align them and add digital@margallahil.com as the media contact.
  • YouTube handle @MHILOFFICAL is misspelled; correct or confirm.
  • Facebook and LinkedIn links use numeric IDs; set vanity names matching the official handle.
  • Add Instagram, X, TikTok and Snapchat links once verified, and an /official-accounts/ page.
  • Expand the footer copyright line with links to Terms of Use, Media Policy, Privacy and Cookie pages.
  • Repair malformed product links (e.g. /products/categories///aims/) and “#” links under What We Do; add a Media Library and press page (the Downloads page currently says the catalogue is being prepared).
  • Add image licence metadata (IPTC and schema.org) to all published images.
